Case Study 2: Target Population

One of the first decisions they face is identifying their target population. They’ve been hearing some pretty passionate concerns from both internal and external stakeholders, primarily wanting assurances that certain subpopulations will not be included.  In particular, advocates from the intellectual disability community have expressed their strong view that community inclusion services are highly specialized and need to remain separate from Health for All. 

Connie and the HSSS are mindful, however, of the Governor’s charge to include all LTSS for all population groups, and believe that persons with intellectual disability would benefit greatly from the initiative’s goal of expanding community options.  Connie meets with Tom, the Medicaid Director, and Meredith, the Director of Disability Services, to discuss the situation.
