Organizational Capacity and Competencies

States with MLTSS programs emphasize the need for strong state-based teams to design, manage, and oversee their programs.  They caution about the tendency to devote substantial resources in initial design phases of program development only to downsize access to essential expertise once enrollment and program implementation get underway. 

According to state veterans, the potential for MLTSS to deliver better quality and lower costs requires a sustained investment in core staff expertise, effective management processes, and an organizational structure that facilitates communication and coordination.
