Remember that there are two types of authorities that focus on different aspects of the program:
- Managed care authorities - concerned with enrollment issues or the circumstances under which groups of people may be enrolled in managed care and contracting issues such as the ability to select a limited number of contractors and pay them a capitated rate; and
- LTSS authorities - concerned with services and eligibility issues.
Since Marcia’s immediate question is about enrollment of certain groups, James would focus his attention on the managed care authorities.
