Case Study 1: Target Population
One of the first decisions they face is identifying their target population. They’ve been hearing some pretty passionate concerns from both internal and external stakeholders, primarily wanting assurances that certain populations will be excluded from the pilot. Many of the groups were not shy about mentioning their close relationships with key legislators.
James and the CPT however are concerned about carving out groups before serious planning has even begun. James meets with Marcia, the Medicaid Director, stating that as a matter of equity, the CPT is recommending that all subpopulations be considered for inclusion in the pilot, subject to further study.
