Authorities to Offer LTSS

LTSS includes both traditional HCBS waiver programs under Section 1915(c), and state plan options, which were expanded significantly by the Affordable Care Act (ACA). A state may use these options to include the services and populations it has in mind, then combine them with managed care authorities to offer them through a managed care service delivery system.
