Case Study 2: Enrollment & Medicare

Medicare enrollment must remain voluntary.  The Social Security Act does not contain authority to waive freedom of choice in Medicare.  Neither Section 1915(b) nor Section 1115 apply to Medicare.

Can you think of any way to combine mandatory Medicaid enrollment with voluntary Medicare enrollment, yet still have an easy, streamlined process for Medicare-Medicaid enrollees?
