At the next HSSS meeting, the Aging and Disability Commissioner addresses an item that she asked Connie and Tom to put on the agenda. Despite getting significant push-back from constituents, the Commissioner has been supportive of the initiative, explaining to the HCBS community that capitation will allow the state to build in financial incentives for contractors to increase HCBS services.
