James is encouraged by Mary’s news that he can enroll all population groups in a voluntary managed care program under Section 1915(a), and he reports his conversation back to Marcia. Marcia, however, has been looking at other state contracts, and she notes that at least one state needed a waiver to include American Indians in its mandatory MLTSS program. She knows they want to include the tribes in their MLTSS program, and since James and Mary hadn’t specifically discussed that population, James agrees to err on the side of caution and call Mary for additional clarity.
