Hello, and welcome to this on-line resource for Managed Long-Term Services and Supports.  I’m Barbara Edwards, Director, Disabled and Elderly Health Programs Group at the federal Centers for Medicare and Medicaid Services.  On behalf of CMS, I’d like to welcome you to this resource.  CMS is committed to providing states and other stakeholders with easy access to technical assistance on Medicaid policy and program development.

What do we mean by Managed Long-Term Services and Supports?  We mean a program that includes LTSS, such as personal care, chore, or nursing home services, that pays for at least part of those services through a global payment or capitation.  We’ve developed this tool because state interest in Managed Long-Term Services and Supports has been growing rapidly.

We’ve had many questions about the federal authority for MLTSS, including state plan amendments, managed care waivers, and the use of concurrent authorities.   In response to this demand from states, we’re pleased to offer this resource, which you can use at your own pace, in your own way.  It identifies the major decisions you will need to make as you design your program, and guides you through the federal authorities available for your use.  It’s a great starting point to help you think through your program.  We hope you find it useful, and we look forward to working with you as you develop your new program.
