MLTSS Goals
States implementing MLTSS have usually established goals in three areas:
- LTSS System Change. Goals in this area include expanding the use of HCBS and reducing reliance on institutional services. MLTSS can advance this goal by removing barriers and providing financial incentives and performance measures to encourage greater utilization of HCBS.
- Quality. Quality improvement goals fall into several potential areas. For LTSS beneficiaries, quality of life measures, such as degree of community integration, or satisfying employment, are very important. Because of the complexity of care often experienced by LTSS beneficiaries, better coordination of LTSS, health and mental health services is another common goal. Clinical goals, such as reducing the existence of pressure ulcers or ensuring appropriate screening and tests for diabetics, are also common. Ideally, you will develop quality goals that address known problems in your state.
- Costs. Some states have explicit cost-saving goals associated with their MLTSS efforts, but others set a more modest goal of improving cost predictability, and containing costs or reducing the rate of growth in costs.
